I.            ZLÍN 2010 - 50th International Film Festival for Children and Youth is being organized by the FILMFEST, s. r. o. company, registered at Filmová 174, 761 79 Zlín, Czech Republic.

      II.            50th International Film Festival for Children and Youth will take place in Zlín from 30 May to 6 June 2010.

    III.            The programme of the festival will include:

                              a.            International Competition of Feature Films for Children

                              b.            International Competition of Feature Films for Youth

                               c.            International Competition of Animated Films for Children

                              d.            International Competition of Full-lenght European Debuts

                              e.            Competition of Films from Visegrad Countries

                                f.            Informative Sections

                              g.            Anniversaries, memorial retrospectives, profiles of world cinemas and celebrities

                              h.            Rainbow Marble - a competition of commercials targeted at children (use their own reglement)

                                i.            Zlin Dog Howls (The Best of)

                                j.            Supporting programme, charity events, seminars

    IV.            Only works with the release date after May 1, 2008 will be allowed to participate in the competitive sections. Films which are part of a series but can be judged separately may also compete.

      V.            The following media formats will be accepted for competition: 35 mm with optical soundtrack; with animated films accept the Betacam SP, DVD. Only animations up to 15 minutes will be accepted to the competition of animated films for children and youth. Other non-competing films will be accepted on the following media: 35 mm, Betacam SP, DVD, DVCAM.

    VI.            Competing films must be provided with English subtitles by the applicant. Competing films for children, animated films and non-competing films for children of up to 12 years of age are screened in their original version simultaneous interpreting into Czech language provided by the organizer. Other competing films are screened in their original version with English subtitles and at the same time with Czech subtitles provided by the organizer. Non-competing films with the exception of films for children up to 12 years of age are screened in their original version and Czech subtitiles provided by the organizer.

  VII.            Authors of competing film must provide a Betacam SP, DVDCAM or DVD trailer to be screened during the prize awarding ceremony provided the film is among the winners.

VIII.            The condition to have the film screened at the Festival is filling in the application form on www.zlinfest.cz, supplying stills of the film and a photo of the film director in print quality (jpg or tiff, at least 300 dpi). For feature film the size of longer side of still has to be minimum 2100 px (20cm - 300 dpi), for animated film the size of longer side of still has to be minimum 1500 px (9cm - 300 dpi) and for director´s photo the size of longer side of photo has to be minimum 800 px (5cm - 300 dpi). The film´s screening is also conditioned by sending the dialogue list in English and a preview VHS or DVD no later than by March 15, 2010. The organizer will inform the applicants about their acceptance in writing no later than by April 16, 2010.

    IX.            Copies of required films must be delivered to the organizer's address by  May 17, 2010. This deadline must be met. When delivering the copies, participants must follow delivery instructions received together with the letter of acceptance of the films. No additional copies can be sent.

      X.            Unless specified otherwise, expenses relating to the transport of preview DVD or VHS, films, promotion materials and insurance from the country of origin to the Zlín customs office will be covered by the participant. Expenses relating to the transport to the country of origin are covered by the organizer. The transport of films and other materials, the organizer is responsible for, is always covered directly from the organizer´s bank account and it is the organizer´s right to choose a transporting company. The organizer does not cover any expenses for other transport of films and promotion materials unless it is approved by the organizer. Should a copy get lost or be destroyed during the festival, the organizer will be responsible only for costs relating to the making of a new copy in accordance with current laboratory price lists for the making of a standard copy.

    XI.            For each feature film participating in the competition a delegation consisting of a maximum of 3 people will be invited for a period of 3 nights/4 days; for competing animated films, a 2-member delegation will be invited for 2 nights/3 days. The organizer will cover accommodation. For non-competing films, a 2-member delegation is invited to stay for 1 night/2 days, its accommodation being covered by the organizer as well. The artistic director of the festival can make exceptions to these rules. In cases when a single producer is showing more than one film, the number of delegation members will be negotiated individually with the festival organizers. If the organizer covers travel expenses of guests it is covered by the organizer only and according to the chosen travel company. The organizer does not cover other travel expenses unless it is approved by the organizer.

  XII.            Competing films will be judged by the following juries:

                              h.            International Ecumenical Jury

The organizer reserves the right to appoint other expert juries.

Judges are obligated to attend together with all other judges all first screenings of films in a given category, according to a schedule compiled by the jury's secretary. Should a judge for serious reasons not be able to attend the first screening, he/she can ask for the screening to be repeated. Screenings can only be repeated once and only in exceptional and well-founded cases. Should a judge not attend screenings of all films competing in a given category (i. e. he/she does not see all films at their regular or approved repeated screenings), he/she will not be allowed to adjudicate and then he/she loses his/her right to be rewarded.

XIV.            The organizer undertakes to screen competing films in a non-commercial manner and within the framework of the festival only. By submitting the application, the applicant gives consent to the use of parts of competing films, free of charge and as part of festival promotion, on any Czech TV station, festival TV and on the internet. The trailers must not exceed three minutes for feature films and two minutes for animated films. The applicant also acknowledges that winning films will be provided in the VHS od DVD format to the Film Festival Zlin archive.

  XV.            By submitting an application to the festival, participants express their consent with these Festival Rules and commit themselves to comply with their regulations. In unclear or unaccounted-for cases, decisions will be made by the artistic director of the festival.
